A little while ago, my laptop started doing this thing, where, when im doing something, all of a sudden it would slow down, and then speed back up a few seconds later. I looked around a little and found out it was my CPU speed going up and down. I've tried cleaning it, reinstalling windows, and overall making performance enhancing changes. But nothing seems to work, and it's really hard to get something done, when it happens every 2 seconds.

Edit: I ran the processor diagnostics thing, and Everything passed up to Floating Point, once it started testing "Math" the output box in the bottom left said "Temperature Monitor Stopped" "Temperature Monitor Failed" and then in big letters "FAIL"
The config file is now attached as well
Thank you for contacting us regarding the CPU usage that you have been experiencing, please accept our apologies for the inconvenience this may be causing.
In order to help you out I would like to gather more information about the configuration you have in the computer. Please attach to this thread the .txt file the Intel System Support Utility will generate though
To attach a file, you must click •Use Advanced Editor" on the upper right hand corner of the response box, then the "attach" option will appear on the bottom right hand corner of the response box.
(You may need to copy and paste the links provided into a separate tab in case that you have issues when clicking on them)
As well, could you please run the Intel® Processor Diagnostic Tool and share the results with me? You will find the tool in the following link:
Please attach both files to the thread.
I hope to hear from you soon.
Thank you for your reply.
I was taking a look to the edit made by you, I extremely appreciate the information provided through the report.
Based on the report and on the results of the IPDT tool, the test indicates that there might be a problem with it.
Here's what I recommend in order to try to fix the issue:
Try to update our generic graphic drivers (manually) by using this guide:
Here you will find the latest drivers for your machine:
If you don't see any improvement, you may want to try to contact Lenovo Support for their OEM Drivers:
Some additional Troubleshooting steps for the "Temperature Monitor Stopped" "Temperature Monitor Failed" errors:
As shared before, the fact that the processor failed the Intel® Processor Diagnostics tool test indicates that there might be a problem with your CPU, So I strongly recommend you to get in touch with Lenovo Warranty support, just in case that the unit needs to be replaced
Please let me know if there is any other question.
Hope this helps
I tried a lot of the things you told me, Thanks for responding so fast. But It's still a little strange, The speed dropping will only happen if i'm playing a game or loading something up. The temperatures are perfectly fine when It's running just like google or something. The laptop is out of warranty, so there's really no way to get it replaced without shelling out money, which would probably cost more then it's worth. I just don't know how it all started. One day it was working fine, and i come home from school the next day, and all of a sudden i can't do anything because it slows down a ton. I understand there's nothing much else you can do, but i'm having a hard time understanding how this could just all of a sudden start happening after working fine for over a year.
Thank you for your reply, I really appreciate it.
I understand that the laptop is no under warranty, which is basically a roadblock in this specific case scenario.
Another option that might help will be trying to install your OS from the scratch, however as shared before, the fact that the processor failed the Intel® Processor Diagnostics tool test indicates that there might be a problem with your CPU.
My most sincere apologies for the inconvenience that this may cause.
I hope this last advice helps,
