Intel Pentium n3710 or n3700 has base speed of only 1.60 ghz but Burst speed is 2.56 ghz. I could find no option of turbo boost in BIOS settings.

Actually, while it isn't called out as being Intel Turbo Boost Technology, these Braswell processors have a Intel Burst Technology feature that works very similarly, providing on-demand higher performance, through higher core clock frequencies, for short intervals of time.
I don't know how 3rd-party manufacturers are exposing this feature in BIOS, but the Intel NUCs have a parameter on the Power Settings page called Intel Dynamic Power Technology. If this is set to Off, Intel Burst Technology will be disabled. Unfortunately, this setting also causes Intel SpeedStep Technology to be disabled.
