Hello FLeha,
The following is what I found:
This processor is a tray only meaning it is an OEM product and not a boxed processor. There is nothing wrong with that processor but could have been build on demand of a specific OEM/vendor and that could be the reason why it is not listed in ARK.
I was able to find the following website:
http://www.cpu-world.com/CPUs/Xeon/Intel-Xeon%20E5-2696%20v3.html
Been said that you should double-check if the board to be used fully supports this model. You will need to go to this OEM for this matter.

Thank you for your help
I can make sure I have correct model number, it's very common in my place.
https://hoanghapc.vn/intel-xeon-e5-2696-v3-2-30-ghz-45mb-18-cores-36-threads-socket-2011-3
And can find it on CPU World also.
http://www.cpu-world.com/CPUs/Xeon/Intel-Xeon%20E5-2696%20v3.html
But I don't see it on Intel specifications so I afraid there might be some problems with this model

The Intel Support Engineers will have to verify if this processor exists.

Hello FLeha,
Thank you for joining the community
You are correct. I was able to find both the Xeon E5-2697 v3 and Xeon E5-2695 v3 specifications in ark.intel.com. But for some reason Xeon E5-2696 v3 does not show up, even when it exists because there is several 3rd party websites documentation related.
I will do some research about this and will let you know as soon as I have any updates
