I have never overclocked a CPU before but in the bios it wont let me change the values higher and just reverts back to 42? Why won't it let me go any higher if its a CPU that is made for overclocking?

Overclocking ability will depend on couple of factors - Unlocked CPU, Motherboard and BIOS support for overclocking. Certain or almost all of Intel CPUs come locked, ie, the core cannot be overclocked even if the mother board and BIOS allow it.
I'd suggest you check if the processor is unlocked and can be overclocked, then check if the Motherboard and BIOS will support it. Overclocking is dangerous and can destroy the CPU and /or motherboard. You will need to replace the Stock cooler, change the CPU voltages etc.
