Am I able to use 16gb (4x4gb DDR3 1066/1333) memory in the Dell Optiplex 980 SFF (Intel Core i5-650)

You should ask this question in Dell support rather then in this forum. When you ask this question please write the full P/N of the SO DIMM you intend to use, rather than general parameters.
