Yes. With one condition. The Core i7 8700 CPU supports DDR4 memory up to 2666 speed. Running 64 GB DDR4 at 3200Mhz relies on a Z370 motherboard with XMP support to allow memory to be overclocked to 3200. Most Z370s should do this, to be sure check the board manufacturers specifications and/or Memory QVL list.
I checked a Z370 from one company and it lists memory support as "4 x DIMM, Max. 64GB, DDR4". It's not clear whether this is 4x16GB or 2x32GB. The Memory QVL list should help on this.
