Core i7-10875H won't run at base speed

Hi, 

 

I have a core i7-108750H with a quadro rtx 3000 in a MSI ws75 laptop.

 

When I first started heavily using the laptop about a year ago I started using throttlestop because my cpu was always turboing and running hotter than I liked. Now I am running into the opposite problem. task manager says my cpu is only hitting 1.8Ghz at full load when the base speed is 2.3Ghz, and it can turbo up to 5.9Ghz if I remember correctly. Throttlestop has been uninstalled, BIOS has been reset, the temps stay around mid - 40s, but nothing brings the speed up. Any advice would be greatly appreciated.

And you did not change the Power Options?
altho even on power saving, if using some demanding apps, it would still go base clock at least.

In fact, i would even reinstall 'Throttlestop' to see if that actually has some components left on your PC, which would remain at low setting.
Like reinstall it and in it's settings set the limit lower, higher or turn it off, to see if it makes any difference.
