Cpu not fully used during rendering

Hello
I do 3d design and rendering.
There is no problem while working. But whenever I start rendering, the processor runs a little full speed, a little half speed.
i attach the cpu speed screenshots.
System windows 10.
Is there anyone eho can help.

So the Intel support engineers can have more information about your system, Download, run, and save the results of this utility as a text file:

Then ATTACH the text file using the instructions under the reply window ( Drag and drop here or browse files to attach ).
