Hello. I noticed this situation, the laptop is charging, I go to Intel XTU, and there the (Yes) indicator Current / EDP Limit Throttling flashes in idle time. Why is this happening? Thanks!

If you're running Windows 10 Pro, it's possible to disable Power Throttling using the Group Policy Editor.
- Use the Windows key + R keyboard shortcut to open the Run command.
- Type gpedit. ...
- Browse the following path: ...
- Double-click the Turn off Power Throttling policy.
- Select the Enabled option.
- Click Apply.
- Click OK.

@teumik XTU is only for X and K processors. You have an H processor and the readings may be unreliable. Do not use XTU.
