Current/EDP limit throttling

Hello.
When i enter XTU I get current limit throttling. My processor is an Intel i5 9400.
Also when I play certain very strict games my processor is used at 100% and the frequency drops to 2.9 MHz along with the fluidity and fps of the game.
What I can do?

Y tenes idea a que se debe ese bajon de rendimiento de mi procesador?

Dust/Dirt clogging the heat sink.

Inadequate ventilation.

Incorrect settings in the bios.

BIOS needs updating.

poorly installed cooling system.

Fan settings incorrect.

Thermal paste needs re-application.

Motherboard quality.

etc.

Is this a laptop or a desktop? You typically only see current limiting being implemented on laptop platforms.
