Difference between 4210 and 4210T ?

I see that in the latest list of "Long-Life Cycle and NEBS-Thermal Friendly SKUs" in the 2nd Gen Xeon Scalable Processor SKUs that a 'T' is added after the model number, for example 4210T.

Would it be valid to assume that any CPU Benchmark data or performance measurements listed for the 4210 would be met by the 4210T ?

As you correctly state all the Long-Life Cycle and NEBS-Thermal Friendly SKUs are been designated with a "T". If you look at this comparison you will find the 4210T processor has a processor base frequency of 2.30 GHz and TDP of 95W, while the non T on has a base frequency of 2.20 GHz and TDP of 85W. Even though both have a max turbo frequency of 3.20 GHz. So based on that it is possible to think the 4210T will outperform the non T one for a little bit. Even though the benchmark available for the 4210 should be a good enough reference for the 4210T as the differences should be minimal.

The charts below show the difference between 4210T and Intel Xeon 4210 most important characteristics. These features, as well as an IPC (instructions per cycle) number, determine how well a CPU performs. The "Number of cores / threads" graph shows the number of cores (darker area). Lighter area on the graph corresponds to the number of extra threads, offered by Hyper-Threading technology. The "Operating frequency" chart uses dark color to represent base frequency, whereas lighter area is for additional frequency, provided by Turbo feature. Darker area on the "On-chip cache" graph is for the On-chip L2 cache. Lighter area is for the L3 cache cache. While the L3 cache cache is usually larger than the On-chip L2 cache, it is always slower ‌‌
