Isn't Skylake a 6th gen processor not a 7th gen?

I understand the 9 is the generation number but I thought since this is a Skylake processor, it can still support older operating systems.

Specifically:
Because of how this support policy is implemented, devices that run the following Windows versions and that have a seventh generation or later generation processor may no longer be able to scan or download updates through Windows Update or Microsoft Update:
- Windows Server 2012 R2
- Windows 8.1
- Windows Server 2008 R2
- Windows 7
Well, at that is my understanding.

I also thought it may have support for Windows 8.1 because I have found motherboards that support this processor and have drivers for Windows 7, 8, and 8.1.

That Microsoft statement "seventh generation or later generation processor" seems pretty clear to me.
