Does socket processor TTV model IHS Tc Max correlated with juction limit temperature?

 I saw TTV model user guide file or EDS file saying that different processors has diffentent IHS TC max limit, so does socket CPU TTV model IHS Tc Max correlated with juction limit temperature?

as we see from EDS document that 65W socket CPU(for example, I9-12900E) Tc max is about 70C, but offiical product specification shows junction limit is 100C. Does that mean temp gradient is 30C? I test this 65W CPU on ATX board in 60C chamber with 65W full loading package power, installing with proper CPU cooler.  Max junction temp is 95C. But I don't think current max Tc of IHS is about 65C because theta_jc is very low.  Will appreciate solving my question.
