Does the i5-8300H support turbo boost technology?

In Intel Extreme Tuning Utility, the turbo boost technology is grayed out and disabled. However, in the BIOS, it is enabled, and the CPU usually reaches speeds of 3.8Ghz. Why is it locked in extreme tuning ability?

Yes, it supports turboboost:

However, XTU is only supported on X and K processors, not H processors.
