E5520 cpu microcode update version number?

In this Intel document https://newsroom.intel.com/wp-content/uploads/sites/11/2018/04/microcode-update-guidance.pdf it states that the Xeon E5520 should have microcode 0x1c (28). But after updating to the latest intel microcode our server cpu reports version 25. Yes I have already downloaded that file previously and updated the microcode. But cat /proc/cpuinfo still reports microcode version 25.

My original question remains: What is the latest microcode version for this cpu (Xeon E5520)? Is it 25 or 28?
