Frecuencia de la CPU flucúa mucho mientras juego. Es un problema o algo nuevo? i5-11600K

Hola! Adquirí un i5-11600K y lo tengo colocado en una mother ASUS Z590 TUF WiFi con una RTX 3060. Suelo jugar en mi monitor que tiene 24'' a 75Hz en 1080p (compraré otro más adelante).
La cosa es que, con generaciones anteriores, cuando jugaba a cualquier título pesado, digámosle así, la CPU se colocaba en su máxima frecuencia en todos sus núcleos. Por ejemplo: un 9600K a 4.3GHz, sin fluctuaciones. También funcionaba así en todas las generaciones previas a la 11va. 
Con el i5-11600K, jugando con VSync (odio el tearing), el reloj del micro fluctúa entre 1GHz y 4.9GHz, muuuy variable. Me pasa en juegos como: God of War, AC Valhalla y Horizon Zero Dawn, pero no en el Forza Horizon 5, acá si utiliza el procesador en su frecuencia de 4.6GHz. La pregunta es: es normal esto? Tienen diferentes ahorros de energía y otra eficiencia? Es mucho más alto el IPC y no necesita utilizar tan altas frecuencias? Tengo que activar el plan de alto rendimiento de Windows o utilizar software de 3ros (FullThrottle) para que el reloj se mantenga entre 4.6 y 4.9GHz, lo cual sería... normal??? Si quito el VSync y libero los FPS, el CPU si trabaja a su frecuencia de 4.6GHz. La cosa es que, con VSync activado, en 4ta, 6ta, 9na y 10ma generación, no me pasaba esto, sino que los relojes estaban a sus frecuencias más altas en lo que a todos los núcleos concierne. Hi, Roberto, and sorry for posting in spanish. 
From the moment i bought the processor it fluctuates playing games. 
I build the computer and yes, it's new. I purchased the CPU a couple of months ago.
It happens on both, Windows 10 and 11.
It's a home computer. I only use it. I tried everything. All the components seems to work just fine.
I only wanna know if it is a new feature or what with the 11th generation. It didn't happen with previous gens.
The PC works just fine, games too. If i disable VSync or enable High perf power plan, the CPU goes all the way up to its max frequency. But with older CPU's i played with VSync and Balanced power plan with the CPU at its full speed. 
What to do? Is it normal? Thanks!!!

Hi, again, Roberto. Here's a video of God of War. Watch it and see the speed fluctuation of the CPU (not a very good quality vid, sorry). With 10th gen it stays at it maximum speed with a Balanced power plan, vsync and 60FPS (for example: i5-10600K at 4.5GHz all the time). The 11600K fluctuates a lot.

"The question is: is this normal?", Yes, it is completely normal and expected for the Intel® processor clock speed to fluctuate while running different tasks such as games that are usually CPU/GPU intensive.

"Is the IPC much higher and he doesn't need to use such high frequencies? In reference to the "high performance plan of Windows ", you can always get in contact directly with Microsoft support directly to verify if they have some insights as to which power plans they recommend to use for games:

The behavior of the Intel® processor clock speed will be different depending on the games since not all of them, as you mentioned, have the same options/settings in reference to different energy savings and other efficiency features but, in order to check that we advise to get in contact directly with the developer of those specific games.


Still, in order to rule out a possible hardware issue with the Intel® processor, please install and run the Intel® Processor Diagnostic Tool, it does an overall test on the unit and if it passes the test it means it is working properly:

Hi! I already did all these things. No issues with the diagnostic tool (pass). BIOS, default or not, the CPU fluctuates. I have the latest BIOS and the latest Nvidia graphics driver. 
Ok, if you say it's normal, it is then. BTW the CPU is a beast. Nice IPC improvement.

", that is great too, it is always recommended to use the drivers provided by the manufacturer, in this case, of the Nvidia graphics card, and to have the BIOS up to date since normally the BIOS updates contain fixes for different kind of scenarios.
