i want set up my computer "window 10"
my pc spec
cpu : INTEL(R) CORE(TM)2 DUO CPU E4600
graphic : NVIDIA GEFOCE 8400 GS
ram : 3gb
i can set up "window10" in my computer ?

This is really a question for Microsoft, but your hardware needs to be addressed.

It is already 10 years old.
It is not supported on Windows 10: http://www.intel.com/content/www/us/en/support/processors/000006105.html Intel® Processor Support for Microsoft Windows® 10
This does not mean that Windows 10 will not run on this processor.
This is the latest driver for your graphics card: http://www.nvidia.com/download/driverResults.aspx/112596/en-us NVIDIA DRIVERS GeForce 342.01 Driver WHQL
As you can see, it was last updated in December 2016, and has Windows 10 drivers. This is good, but how much longer will it be supported?
You have 3GB memory. That is a little light for 32-bit Windows 10, and really light for 64-bit Windows 10. You may be able to upgrade or add memory.
The "free" period of upgrading to Windows 10 has passed. And, to upgrade to Windows 10, you would have to have been running Windows 7 or Windows 8.x.
However, you may still have the opportunity to upgrade. I assume you are looking for a path to a free upgrade. If so, you may want to look at this Microsoft link:

I do not know if that will work for you.

HOWEVER, on a machine as old as yours, you will not be doing yourself any favours by upgrading (in my opinion). You would be far better off purchasing a new machine.
