High cpu tem but low cpu usage in game?

I have a I7-11700F, and I been doing a lot of test lately on this cpu, and it seems likes in games in witcher 3, the cpu tem is 100 while the usage is only 30% or 40%? Also How do I check if my pc is underperforming? Whenever I run stuff like pc benchmark, the web almost always say that my CPU is performing pretty poor?

If you are reaching the vicinity of 100c, then you are overheating and more than likely seeing throttling occurring and you are seeing less that optimal performance. Either the processor cooling solution is inadequate, incorrectly installed or incorrectly configured. Note that the Incorrectly-Installed category includes situations where the TIM (thermal paste) is inadequate or improperly applied.
