How can I reach the document - Platform Environment Control Interface 3.1 specification - 31631

I am wondering that I can't find doc 31631 with PECI 3.1 specification, but I need to access the file to check some PECI electrical physical layer tests and make some judgements about the test result.

-Sapphire Rapids D0 stepping on Eagle Stream platform.

Are you a developer?

-I am working as a HSIO validation engineer, also include low speed signals.

Are you working on a project?

-Yes, I am now reviewing a customer's SIV report include PECI.

What is the project about?

-It's a top 1 level customer's project with Eagle Stream platform.

Are you building, designing, or modifying hardware/software?

-No, but I will review customers' PECI SIV report and give some comments on it.

Are you working with a specific Intel® hardware/software platform?

-Yes, I am working with HSIO validation include low speed signals' validation on Eagle Stream.
