How do I disable Intel Extreme Tuning Utility's Turbo Boost Short Power Max Enable?

My "Turbo Boost Power Max" setting is set at 45.000 W but I want it at 10.000 W. When I reduce it to the wanted 10.000 W, the program very quickly resets it at 45.000 W. How would I go about solving this issue?

 

I tried disabling it all together, but the program enables the feature in question on it's own as well.

intel extreme tuning utility will install on all most intel based windows computer , but for configuring tuning work , only intel few processors are supported

Before just recently I could change the settings trough the Intel Extreme Tuning Utility program and it would remember by preferences. Now it doesn't. Why?
