How to Tell if CPU Overclocked?

I am new to overclocking, and am wondering how to tell if a cpu is currently overclocked.

 

I have a Intel Core 2 Quad Q8300 and my mother board is a msi g31tm-p21

 

 

Thats what I got from CPU-Z

 

Just wondering 2 things:

 

1. Is it overclocked already?

 

2. How can it be oc'ed safely?

 

 

Any help appreciated.

The easiest thing you can do is just Google the motherboard and try to find other people posting information on overclickong that specific motherboard. Or go to websites like anatech.com te check out basic information on overclocking.

From my own experience i can tell you that your currect CPU does have some overclocing headroom. The only limiting factor is the cooling solution used for CPU and system case.
