I so much love seeing folks, who purchased low-end processors that do not support overclocking, asking how to overclock it. What part of you can't don't you understand?
Ok, that off my chest, if you cannot get your processor to achieve its burst frequency, you need to be looking closely at the BIOS configuration. If you cannot sort out how to configure for this, you need to contact the Customer Support desk of your motherboard's manufacturer for help. Intel cannot help you with this; they are not responsible for the design of the motherboard or the BIOS.
