This sounds very much like a Lenovo hardware issue. You should contact lenovo for support with their laptop.

I have Lenovo U-41-70 with I7 5500u processor. when i plug in the charger, its slowing down to 0.5 Ghz. i've updated the bios, restored it, updated windows, changed the power management plan but nothing works. can anyone help please?
