I have hp pc with core i3 8130U which supports turbo boost 2.0 but when I access my bios the option to enable intel turbo boost does not appear

I wish I could help you here. It is either always on, in which there is no setting in the HP bios, or there is an error in the the HP bios. I would first try updating the HP bios. If that does not solve the issue, then you should contact HP for support with their bios.
