Does your motherboard support this processor? How did you check to make sure?
Have you updated the motherboard bios?
What OS? WIndows 10, 1903? 1909?

I know I checked the chip set and socket first to make sure they are compatable. I have a mei mpg z390 mother board. Yes I got the latest bios from msi. Windows 10

It is not just the chipset and socket. The bios MUST support the processor. You must verify that the processor is supported by the MSI BIOS. Just because the processor "runs" is not sufficient.
