I have tried a 2 different AIO and one air cooler and none can cool it below ~65c when idling. that Even with the current Corsair cooler set to extreme. most of the time it idles between 67C-73c
I know that this is 20-30 degrees above what it should be. I tried loading the Intel ETU and turned down the P Core Multiplier to 50X and I have even tried turning the core voltage offset to -0.075.
This made almost no difference. I think it might have dipped down to 63c a couple times but only for a fraction of a second and as soon as I open a program or do something it climbs all the way back up and thermal throttles.
I have somethings that have said that there are problems with these CPUs it doesn't have the stability issues that it did when I originally bought it but the heat has been a constant issue.
I'm running a ASUS PRIME Z790-P WIFI motherboard with 64GB of ram. nothing is overclocked and XMP is not even turned on.

You said your CPU idles between 67°C-73°C, which is indeed higher than expected for an i9-13900K, especially under normal idle conditions. Try removing the cooler, cleaning off the old thermal paste, and applying a fresh layer using the appropriate amount (a small pea-sized amount). Even with multiple cooling solutions (AIO and air cooler) and the Corsair cooler set to extreme, you're unable to bring the temperature below ~65°C at idle... Cooler is properly mounted with even pressure. Sometimes, an improperly mounted cooler can lead to poor heat transfer. for overclocking this can void the warranty of your processor with intel... .If the temperatures remain abnormally high and no troubleshooting resolves it, consider reaching out to Intel for warranty support, as the CPU could be defective.
