Just bought this processor and wondering if these thermals are correct or not. I'm using Noctua DH-15S cooler with 5 dots of thermal paste on the CPU. I'm hitting 100c and the CPU seems to be thermal throttling within a minute of starting the any stress tests.
Attached are the logs from Intel Processor Diagnostic Tool and the SSU utilities.
To me, this doesn't seem normal?

I re-mounted the cooler in a different orientation and added an extra fan to it. Now the temperatures hit "only" 92c when running the stress test in Intel Extreme Tuning Utility. I think that's acceptable enough.

Thank you for posting on the Intel® communities. If I were in your situation, I would be asking the same questions you are.
To have a better view of this issue I would like to confirm the following:
1. Can you take a picture of the temperatures reached?
2. Where are you seeing these temperatures? What is the name of the tool?
3. Are you getting "Blue Screen of Death" or crashes?
4. Did you overclock your processor?
5. Are you using the Intel® Extreme Memory Profile (Intel® XMP)? If so, which profile are you using?
6. Are you getting high temperatures while playing or on idle?
