I7-4790K does not clock over 800Mhz

when running any task on my computer the frequency of the CPU does not shift above 800Mhz. even when running Autodesk's Inventor software, the frequency is the same. I have noticed this more and more lately that it has been bottle necking my computer when rendering simulations, gaming, or even a simple install of a program. I know this CPU is capable of running some great numbers and good speeds.

here is the current performance run when using inventor:

No significant temperature change is noticed in the computer either when under stress. the only time I noticed a shift in clock speed is when running aida64 or any other stress testing. and even under those loads there is no temperature change.

Here is the current hardware running in my computer:

    Gigabite 1070

  • Storage

    Sandisk 240G SSD / Toshiba 4Tb HDD in addition to 3 other hard drives

  • Cooling

    NZXT Kraken

  • Operating System

    Windows 10 Pro 64bit

In regard to your inquiry, actually the processor base frequency for the Intel® i7-4790K processor is 4.00 GHz:

For this type of scenario we recommend to install the latest BIOS version for the board, 2.70 and restore the BIOS to default values:

Also we advice to install the latest version of the chipset and management engine drivers, please look for INF for the chipset driver and then the management engine below it:

Besides that we can also run the Intel® Processor Diagnostics tool, it does an overall test on the processor and should provide the processor base frequency on the report:

I have not previously seen any performance that would conclude proper function of the CPU. But I will try the recommendations to see if there is any change.

I also have intel chip set drivers that are past the update that is labeled on the website for my computer currently.

so i have followed all of the steps you have recommended but have not seen any performance difference. the test you had me download passed but when looking at any system monitoring tools, i only saw a work load change, frequency stayed put, and the temperature didn't even go up 1 degree c. so either i am mistaken about how CPU frequency works, or there may still be something wrong. i would have expected my processor have had greater power than it is showing me currently. is there anything else i could do to try to entice it to work properly? i noticed when running my laptop that uses the I7-7700U the frequency fluctuated quite a lot when under load or running tasks which is what i expected to see out of my tower.

apologies if i sound rude, just confused and tired of a slow computer.

Dietrick_Kooyman: No problem at all, we completely understand your concern. Thank you for providing that information.

 

 

Just to confirm, you mentioned that you ran the tool, in this case it is very important to check the report and look where it says, "Expected Frequency, should be 4.00GHz and "Detected Frequency" that could be 4.00GHz or close to that, normally when the processor passed the test, it should be working fine.
