I have set Turbo Boost Power thresholds to 180W to stabilize the Core Temperature and avoid Thermal Throttling.
I ran a stress test to check desired behaviour.
Everything seems fine for the first 10 min, with T Core under 90C and never reaching 100C, but afterwards the Thermal throttling starts; it is then triggered periodicaly and never stops.
This is because the Core TDP goes to a level higher than the threshold set and never goes again to the desired setting (and I do not undestrand why !!)

Some additional info.
When the Thermal Throttling is activated, if I push the "refresh" button on XTU the original configuration is shown, as If the customized config had been lost.
As you can see from the attachment, the app just before pushing the Refresh button is instead showing the custom config.
If I re-apply the custom config loading it from the one saved, the correct behaviour (no Thermal Thr) starts againg.
Using a different App (ThrottleSTop) the Power Threshold is instead steadily applied and Thermal Throttling is never triggered.

In order to better assist you, please provide the following:
1. Just to confirm, are you overclocking the CPU?
2. Is this behavior present when the unit is using the default settings?
3. Is the Intel® Extreme Memory Profile (Intel® XMP) enabled? If so, what is the speed of the RAM?
4. Are you manually changing the voltage of the CPU using the Intel® Extreme Tuning Utility (Intel® XTU)?

Thanks for the information provided. Before we continue further, as s test, try the following:
1. Update your BIOS version, currently you have F3 and the latest is 20a. You will need to check with Gigabyte for instructions.
2. You can check any Intel® Extreme Memory Profile (Intel® XMP) settings and profiles from the BIOS.

The PC is now working perfectly and smoothly after having set the Power Thresholds using ThrottleStop, and the current BIOS.
If you want you can close the case. I am not going to use XTU any more.
