I9-9900k stuck at base speed

Could someone help me with this issue i'm facing? I'd like to hit my preffered core clock but my multiplier gets stuck at 36x. I've tried a buncha things and got no clue what to do. 

mobo: asus prime z370-a (tried it on a maximus xi hero, same issue)

ram: g skill trident z 2x16 3200Mhz

gpu: evga 3070ftw3

psu: p750 80+gold

i've followed this guide for reference

Please share more details about the issue so I can assist you effectively.

 

Can you describe the issue more to us?

Was this working before or a newly integrated system?

Did you do recent changes with the system?

Have you performed other troubleshooting steps?

Was the processor purchased less than 30 days ago?

Have you updated the BIOS version to the latest?

Did you overclock the processor?

What power scheme are you currently running? You can find this option at Control Panel -> Power Options. The power schemes include: Balanced, Power saver, High Performance, or Ultimate Performance.

Please note that if the system was overclocked, including voltage/frequency beyond the processor supported specifications, your processor voids warranty.
