Im getting 60c with my new intel 4790k at 1.056 volt on watercool(corsair h110igtx) and my older chip the amd 8320 is only 40c at 1.350 volt ON AIR(Corsair 212 evo) what is wrong with the 4790k temps

That temperature with this processor is fine, this processor can work under normal use at
74.04°C as you can see here:

If the temperature is above 80°C then you will have over heating problems but this temperature is fine, also you can run the https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool-64-bit- Intel® Processor Diagnostic Tool this tool will tell you if there is any issue with your processor.
It will be a good idea to have the latest BIOS version for your motherboard and make sure you are not overclocking to avoid any overheating issues.
Usually the K processor overheats more than any other processor but don't worry about the temperature you see because it is fine
