Clomb1, Thank you for posting in the Intel® Communities Support.
In order to try to fix this problem what we can try is to:
-Un-install the Intel® XTU) from "Apps and Features".
-Reboot the PC
-And then, download and re-install it again:
https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU-?product=66427
