Intel 10th Gen, 11th Gen i5 TDP vs Power Consumption

I read in some articles that the CPU may use more power than the TDP because the TDP is the power consumption when run at base frequency. Is this true?

For example if I am using i5-11500T (Base freq: 1.90GHz, Max turbo: 3.90GHz) with TDP 32W, at Max turbo of 3.90GHz will the power consumption be much higher? Is it possible to have a limit on the max power consumption in the BIOS?

 

I also noticed that the base frequency for 11th Gen is lower than 10th Gen with the same TDP. For example, i5-11500T has based frequency of 1.50GHz while i5-10500T has base frequency of 2.30GHz. Does it mean the 10th Gen is more efficient?

Here is an example for you for 12900K:

 

Before 12th gen, information was only about Base Power, as I remember.
