Hello. I bought the intel core i9 11900kf processor together with the Asus Pro Art z490 creator 10g, in the BIOS settings I came across the option to adjust the speed of the pci port from generation 3 to generation 4. Based on the studies I had done, the first pci port in new motherboards is controlled by the cpu, is it possible that my 11th generation cpu has upgraded the pci port standard of the motherboard from generation 3 to generation 4? (In addition, my BIOS is the latest The BIOS version of this motherboard has been updated.)

I take it you are talking about the M2_1 slot. On Z490 motherboards with a 10th gen Intel processor M2_1 is connected to the chipset and is PCIe 3.0. With an 11th gen processor M2_1 is connected to the CPU and is PCIe 4.0 so you are correct in your observation.
