Running "slow" is usually the result of something going on in the OS. There are many causes for this. You may want to seek the help of a professional to look at things like browser search add-ons, viruses, etc.
This is your (Sandy Bridge) processor: https://ark.intel.com/products/71141/Intel-Celeron-Processor-B830-2M-Cache-1_80-GHz Intel® Celeron® Processor B830 (2M Cache, 1.80 GHz) Product Specifications
If windows 10 is your OS, it is not supported. THis does not mean it will not run Windows 10, but you should not have high expectations for support and performance.
