Intel Core i7 10700F Extremely high temperatures - Suspected faulty chip

Hi, I recently bought a new Intel Core i7 10700F with stock cooler and installed it with the following setup:

MB: Asus Prime B460M-A
RAM: G.Skill Ripjaws V Series 16 GB (2 x 8 GB) DDR4-2133 CL15 Memory
Memory: Seagate BarraCuda 1 TB 3.5" 7200RPM Internal Hard Drive & Samsung 850 EVO-Series 250 GB 2.5" Solid State Drive
GPU: Asus GeForce GTX 1060 6GB 6 GB ROG STRIX Video Card

The temperatures on the CPU have been running ridiculously high at around 50°C to 90°C while idle with only 10% CPU use in task manager and very quickly rise to up to 100°C while gaming at up to around 70% use in task manager. When I start my PC temps start at around 70°C and settle back to around 50°C after a few minutes. GPU and MB temperatures don't ever increase above 40°C as my case has good airflow with fans and a cool room temperature. I recently upgraded from an Intel Core i5 7500 which also never exceeded 40°C so I am pretty positive this i7 has something wrong with it. 

Things I have tried to fix the issue:
- Checked that the CPU cooler is connected properly and thermal paste was applied.
- Updated MB BIOS to latest version and fully reset MB BIOS to default settings
- Setting fan curve in BIOS so it is at 100% fan speed at 70°C.

In reference to this scenario, just to let you know, the T-junction of the Intel® Core™ i7-10700F Processor is 100°C, which means that any temperature value below that degree is considered normal and expected:

Regarding your platform, everything seems to be fully compatible with Intel® Processor. In order to rule out a possible hardware issue with it, we recommend to install the Intel® Processor Diagnostics Tool application, it does an overall test on the unit and if it passes the test it means it is working properly:

Also, we suggest to run the Intel® Extreme Tuning utility in order to strictly monitor the temperature of the Intel® Processor in real-time:

When did you purchase the Intel® Processor?

Is the PC throttling, getting freeze or going off by itself?

Do you see any error message regarding overheating on the PC?

After a lot of research, I have learned that Intel's new stock coolers are complete and utter garbage for even the smallest amount of CPU load. It is a joke that they even come with one when they are of this standard. My old i5's stock cooler never had such problems but it seems Intel has stooped to even lower quality for their 10th gen processors. I have purchased a Be Quiet! Pure Rock 2 aftermarket cooler and when it arrives I will get back on whether it is still having issues.

Hi, i have installed it today and after a bit of testing with the fan curves can say that it doesn't exceed 70°C with the Pure Rock 2 Cooler
