Intel Extreme Tuning Utility (XTU) gets stuck on splash screen

I get the splash screen and an hourglass when I start intel extreme tuning utility (XTU), but I never get beyond that. I've tried reinstalling XTU, installing the management engine, and performing windows update. None have worked.

I have a Surface Pro 4, with a Gen 6 processor. In the past, I have used Intel XTU for underclocking, but something changed in the last year, and it won't get past the splash screen.

Processor: Intel(R) Core(TM) i5-6300U CPU @ 2.40GHz 2.50 GHz

Windows OS Build: 19043.1052

You do realize that your U processor is not supported by XTU, correct?   XTU supports only X and K processors.  XTU may or may not work on unsupported processors.
