It cannot be fixed. And, this processor is old enough that you should consider upgrading to a new/newer processor.
Also, I doubt this is the reason for your dvd/keyboard issue.

it has to be reason, because I went out and got another compatible motherboard and put same chip and it does the exact same thing, so what can it be

I just doubt it. It could be the problem.
However, why waste time on an old processor that is not worth the effort? You can find a lot of the i5-650 for $20 on that auction site.

I did earlier I got a i5-660 for $18 I was just wondering if there any use for a broken processor thanks though
