Intel(R) i5-7300 HQ Intermittently Throttling Without Any Discernable Reasons

This is an issue I've had for a while on and off. Like I said in the title my Intel CPU is limiting it's CPU utilization to exactly 31% without any reason. My drivers are all up to date and I've used several tools to investigate the issue, and have had a few more technologically inclined people check it out. The two solutions I've found so far have been

Reinstalling windows, a task that takes a few hours and deletes a lot of my files which isn't preferable

Utilizing the CPU at the lower rate until my laptop bluescreens from the stress and it fixes itself automatically

This issue begins and ends randomly other than the two events mentioned above and will go on for a week or two before ending abruptly. I've seen a few posts already and have tried multiple troubleshooting options on intel's website none of which has worked. To anyone who

I am sorry to hear what is happening with your processor, I will do my best to assist you here. 

 

Please be aware that the CPU utilization can be limited by your System Manufacturer due to their laptop customizations, however, here are some tips you can try first: 

 

  1. Reboot. 
  2. End or Restart Processes using Task Manager. 
  3. Make sure all your drivers are up to date. We recommend you to check for the latest drivers in the System Manufacturer's website. 
  4. Scan for malware or viruses that might be affecting the system. 
  5. Check Power Options and try different ones. 
  6. Reinstall Windows* to ensure the OS is not corrupted. 

 

If the issue persists, Test and run these utilities and attach the reports and screenshots, check on the notes: 

 

Intel® Processor Diagnostic Tool 

Note: Please attach the complete Screenshot or click on "File", select the "View Results File" option, save, and attach the report. 

 

Intel® System Support Utility for Windows. 

Note: Make sure to mark the box that says "everything" before pressing the Scan button. After that, click on "Next>" and select "Save" and then, attach the .txt file.
