I realised that I have been running an out of date version of Intel XTU. So I decided to upgrade the version that I was running. I've downloaded the file direct from Intel. I uninstalled the previous version before trying to install the new version.
And that's where it stops I'm afraid. It tells me that it needs access to a file, but from the log file I'll be blowed if I can find what it needs access to.
I've cleared both the c:\windows\temp and the %temp% in my account. It's a full Windows Administrator account.
I'm running Windows 10 22H2 Pro
I've copied the log file below:

Hello @DoctorMouse
Thank you for posting on the Intel️® communities. We would be more than glad to help you with your issue.
In order to have a better understanding of your issue, please provide me with the following:
1. Can you provide more details about the specific error message or prompt you receive during the installation process?
2. Did you encounter any error codes or messages that might give clues about the issue?
3. Can you describe the steps you took when uninstalling the previous version of Intel XTU?

8. Are there any third-party security or antivirus programs running that could potentially interfere with the installation?
SSU: Please download and scan your system using our tool, Intel® System Support Utility so we can help check your system info first. Once finished downloading, open the tool, click on scan 'Everything', click next, then save the system information to a .txt file. Please provide the .txt file.
This document will be necessary to check your entire system, in order to find possible errors or incompatibilities.
Also, please take into consideration the troubleshooting steps provided in the following articles:
· Error: "Setup Failed" in Intel® Extreme Tuning Utility (Intel® XTU).
· Unable to Start the Intel® Extreme Tuning Utility (Intel® XTU) Because of a System Incompatibility.
After we have gathered all the pertinent information, we will thoroughly analyze it and subsequently provide a formal response with the findings.

Hello DoctorMouse
We sincerely appreciate your patience and apologize for the delay in our response. Our dedicated team is currently conducting a thorough examination to identify a solution for the issue you've encountered. Please rest assured that we are fully committed to providing you with the necessary support.
In order to facilitate our investigation, we kindly request the following information:
- Can you confirm whether if you were able to successfully install the previous version of XTU on the same PC? In other words, did XTU function correctly in the past, and is the issue specific to the new version?
- Have you already attempted to reinstall the operating system (OS)? If not, we recommend suggesting this course of action.
Once we have gathered this information and evaluated the outcomes of these steps, we will proceed with our research.

So your solution to your software failing to install is to completly re-install the operating system ? If that's the case I can live without it.

Hello Dr. Mouse,
We hope you are having a nice day.
We just received an update on this matter. The Windows Update Error 0x80070020 mostly occurs if there’s an application interfering with the automated update process.
Please disable any other third-party real-time antimalware products that were installed on the PC to check if any incoming/outgoing connections to the PC are affected by the firewall.
Also, we recommend installing any Windows update, if any. As well, a clean Windows installation is recommended, or contact Microsoft since this error seems to be related to OS not to the Intel® XTU app itself.
Best regards,
Jose B.
