Intel XTU causing CPU fan to run at 100%

So , I installed the Intel Xtreme Tuning Utility , didnt want to mess with any settings but wanted it installed just in case.

Restarted PC, my CPU fan spins up to 100% and stays there until shutdown.

Most of the time its running at 12% load , the CPU never spun up to 100% before installing this http://www.tomshardware.co.uk/forum/id-2871440/cpu-fan-100-windows-boots.html software, yet after uninstalling with Revo , the fan still spins up to 100%.

It does not spin up to 100% while in the BIOS or Safe mode , so a program or service is causing this.

Any advice ? The Fan is so loud and simply dosent need to be at this load.

I tried to install the Gigabyte fan utility via its lovely driver-error-filled appcenter with no joy , this and Speedfan cannot control the CPU fan.

Speed fan says its running at 872RPM but the CPU is 20 Deg.

Mobo : Gigabyte Z97P-D3 (stock bios)

Proc : Intel i5 4460

OS : Windows 10

Could you please confirm if by uninstalling the Intel® XTU your computer's behavior normalizes?

Please confirm which version of Intel® XTU is installed on your computer?

If you are not using Version: 6.0.2.8 (Latest) I suggest downloading it from here https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU- Download Intel® Extreme Tuning Utility (Intel® XTU) (uninstall current one and install this one)
