Intel XTU does not load the custom setting for "Turbo Boost Power Max" at system startup. Bug?

I have an i7-9750H running on a Dell XPS 15 7590 (2019).

To avoid overheating, I've setup a profile that reduces the "Turbo Boost Power Max" from the default 45w to a custom 28w. The thing is that everything works well if I apply the changes, until I restart the machine. Then, no matter what setting I put there, it always starts with 56w.

All the other settings I've tried to change are restored correctly after the reboot, like the "Core Voltage Offset" at -0,125 V. Only the "Turbo Boost Power Max" is changed to that wrong value.

Do I need to do something more to set that value permanently or is it simply a bug?

XTU is for X and K processors. Your H processor is not supported.

Actually is working fine now.

It seems that the problem was that I started the application too early after the reboots.

Today I left more time after the reboot before checking the XTU app, and it's all set up as expected.

I'm sorry if I wasted your time with this.

Greetings.
