i7-14700K starts causing problems today, with P-Core Max Frequency between 3.4 and 4.6Ghz, far below the 5.6 which was observed prior, it also claims to be at 100% usage in Windows 11, however should absolutely not be, since there is no way that suddenly as of today programs are using 28 cores when previously they did not, any help would be great and I can provide data if it will help, I just don't know what data would help currently.
