Hi
I have an application and i wish to understand the impact of clock frequency on my application. To eliminate the impact of turbo boost, i have disabled the same. And now i wish to know if it is possible to reduce the clock frequency of 8280 processor by x% (from the base frequency 2.7GHz) so that i can study the impact on performance. Please let me know if i can provide more information from my end.
The OS on my machine is RHEL 7.6 (Maipo)

Have you tried the Intel eXtreme Tuning Utility (XTU)? It isn't meant for this processor, but may offer some capabilities. Download here: https://downloadcenter.intel.com/product/66427.
Other option is to look in your motherboard's BIOS Setup to see whether it gives you any controls for this.
