Trying to upgrade from a W-2102 to a W-2295 is unsuccessful. Other W-2100 series processors do work. Latest 2.0.2 BIOS is being used.

That is a good question - for Dell.
You have to ask Dell what processors are supported by their bios. Then, you can select from those.
An upgrade processor must be socket, chipset, and bios compatible.

Immediately obvious steps have been taken.
Still waiting for resolution from Dell, although new 5820's are stated to be available for configuration & purchase with the W-2295 option.
CPU upgrades, sans drama, have been the experience so far - more disruptive/expensive solutions like M/B swap etc., will now open up consideration for alternative CPU/vendor.

BIOS support is the key, regardless of motherboard and CPU vendor.

Swapping a W-2155 in another Dell 5820 with the new W-2255 also results in the same as reported initially.

Did you read this thread? Dell is the only one who can tell you what processors are supported by their BIOS. Ask Dell.
