I have Dell Latitude 5500, Win11, CPU i7-8665U. From time to time CPU is going to very low frequency (0.6-0.7GHz, when nominal is 1.91GHz. And it happens randomly, meaning if the load is high (being plugged in). As a consequence, everything is lagging heavily. I've mentioned, that if I set power saving mode on and then off quickly, it help get back to high frequency.
Is it a cpu issue or am I missing smth in setup?

May I know when the issue started? And also, what steps have you taken to troubleshoot the issue? This will help me to prevent providing you with the same troubleshooting steps.
Furthermore, please generate an SSU report to help me further analyze your system specifications. To generate the SSU report, please refer to the article: How to Get the Intel® System Support Utility Logs on Windows. Please send us the generated SSU.txt file.
By the way, since this is an OEM (branded laptop) original equipment manufacturer device, please take into consideration that our support may be limited since we are not familiar with the technology, settings, customisations, custom drivers, and features that the OEM has designed and installed on your system; nevertheless, I will do my best to assist you with your concern.
