Can i change a Mobil from i7 6700HQ to i9 10980HK ? Same socket 1440, same 45w.

Anything's possible, but this is an unlikely upgrade.
- First of all, that's a 1440 pin Ball Grid Array (BGA), not a socket. The processor is normally wave soldered directly to the motherboard.
- Secondly, while the i7-6700HQ supported DDR3, DDR3L and DDR4 memory, the i9-10980HK only supports DDR4. If the motherboard is designed to support DDR3 or DDR3L memory, well, it just isn't going to work.
- Remember that this is a 4-generation jump in technology. The motherboard's BIOS is not going to have support for any 10th gen processors and proper initialization of the processor and its embedded chipset would not occur.
I am sure that I could come up with a half-dozen or so other reasons for why it wouldn't work, but I think I have listed enough.
