My processor is over 100% usage in games

For some time I've been trying to solve a problem and I can't find a solution, the processor on the laptop I have, when I play games is always over 100% utilization, I've tried all kinds of methods to solve this problem, from normal settings in CMD, windows settings, settings in games, to BIOS. I usually play FiveM games and I had noticed at one point that I had small drop frames that I wasn't used to, so I decided to see how much my components were utilizing and noticed that the CPU was going over 100% utilization and the video card was not going over 40% utilization.
Laptop specs:
Processor: Intel Core I5 I5-13420H
Video Card: NVIDIA GeForge RTX 4050
RAM: 16 gb
I would like if you could help me with some advice something else to do as I feel like I have tried them all...

I understand that you have a laptop. Since this is an OEM (Brand) original equipment manufacturer device, please take into consideration that our support may be limited since we are not familiar with the technology, settings, customizations, custom drivers, and features that the OEM has designed and installed your system.

 

All processors have limits, and it’s normal for high-intensity games and applications to hit those limits without badly impacting performance. However, abnormally high CPU usage can cause the computer to stutter, become unresponsive, or crash.

If your computer seems to overwork its CPU even when high-intensity applications are closed, it may indicate a deeper problem. This can happen for several different reasons, which is why it’s important to learn how to fix high CPU usage.

 

Is this issue also occurring in the system like using light applications? Or just isolated on games?

Hi there, I'm back with a little update, I've done a little maintenance on the laptop, I cleaned the fans of dust, I replaced the heat conducting paste from the processor, I replaced most of the pads, but I haven't tested the percentage of CPU usage in games yet, but from what I could observe, the fans don't stay on since opening the laptop, and the laptop itself doesn't heat up if I don't use it in games. It used to warm up even when not in demand. As I said I haven't tested using the CPU in games, but I'll come back with an update on its condition. I'll leave below a picture of its temperature and usage from Quick CPU.
And to answer your question, the CPU usage on light applications is close to 15%, only when opening them it goes up to 60-70% then it drops immediately.
