N3150 cpu. Can i connect body of chip on to gnd?

N3150 cpu. Can i connect body of chip on to gnd? Heatsink don't have insulation between chip (Si) and radiator (Cu). Heatsink can be mounted with use textolite, but water can create bridge between cover and heatsink. (I build small tourist PC).

Datasheet don't have information about bias on the substrate of chip. All mainboard which i saw have isolated heatsink (no connected to GND). Suspended radiator is no good (Electromagnetic interference), but consumer goods will endure it of course. I'll have to put a dielectric gasket, 180W/(m*K). Maybe I will buy a chip and I will test it.

About - I'll have to learn Chinese :).
