Hello, I don't fully know if this is a CPU issue but I have been around in different support chats with other manufacturers for other parts and they all point fingers or don't help at all. So this is my next spot, so the issue is currently:
At some point in 2022 but could have been earlier (I remember in 2021 trying to fix an issue I was having but I don't fully remember if this was the same or different) I began to have stalls and stutters but these were pretty few and far between until 2023 which these issues have cropped up more and more. For example, I play ARAM in League of Legends, usually on game start, my game stutters and frame skips that last for 1-2 seconds during the first couple of minutes of the game, after this it becomes slightly more irregular where it can happen like once every 5 min but the first 5 minutes is where it is once every 30 seconds ranging from a quick jump to a stall. When the game gets more hectic with spells and what not is when it happens more regularly. Other things I have faced is file explorer not responding when opening files or the app itself, usual apps take time to open and some websites on browser can take a while to open. These are issues that I'm facing which I don't even know if it is a CPU problem or another problem all together but since I'm not getting straight answers I'm now asking everywhere I can I guess.
These are my specs and I have had this pc since the 5th of June 2019 (so 5 year old pc now but problem started after having it for 3 years)
CPU: intel core i9-9900k
GPU: NVIDIA Geforce RTX 2080 Ti (Asus manufacturer)
MOTHERBOARD: Asus ROG MAXIMUS XI FORMULA
RAM: 32GB of ram (4 sticks of 8gb Corsair CMT32GX4M4C3600C18)
Harddrive: ST4000DM006-2G5107
SSD: Samsung SSD 860 QVO (Windows is currently installed on this drive)
If need anything else I will post it below
For steps I have done to see if I have a problem or quick bandaid fixes for some problems I have done:
Memtest: all came back good
CPU test: Both the prime95 stress test (nvidia told me to do this) and the Intel diagnostic tool both came back good

P.S I was going to put extra stuff in this but chose not to and to post again elsewhere instead as might be better place to post for that issue so if something is irrelevant probably from before I deleted the section on that problem and thought it was deleted.

Verify that your CPU and GPU temperatures are within safe ranges during gaming sessions. Overheating can lead to performance issues.
Close unnecessary background applications and processes to see if they are impacting performance.
Adjust in-game graphics settings to see if lowering them improves performance and reduces stutters.
